    Community Development Block Grant Disaster Recovery (CDBG-DR)

    Community Development Block Grant Disaster Recovery (CDBG-DR) provides funding for Nebraska communities recovering from disasters.

    The federal Community Development Block Grant Disaster Recovery (CDBG-DR) program provides assistance to  Nebraska communities recovering from Winter Storm Ulmer (DR-4420). To help mitigate damages from flooding and other weather-related incidents in 2019, Federal monies have been allocated to be administered throughout some of the hardest hit areas in Nebraska.

    Working with various funding sources, including federal programs, the Nebraska Department of Economic Development will be awarding communities to assist their disaster recovery efforts. Long-term monitoring of the awards helps ensure communities use funding to make the most impact.

    On July 31, 2020, the Department submitted the State of Nebraska DR-4420 Action Plan to HUD for approval. A copy of this plan is available below.

    CDBG-DR Section 3 FFY 2021 Reporting Forms:

    Section 3 goals are applicable pursuant to 24 CFR 135 as dictated by the U.S. Department of Housing and Urban Development (HUD).

    “Section 3 of the Housing and Urban Development Act of 1968 ensures that employment, training and contracting generated by certain HUD financial assistance shall, to the greatest extent feasible, be directed to low- and very low-income persons…and to business concerns which provide economic opportunities to (those) persons.”

    Section 3 of the Housing and Urban Development Act of 1968 provides economic and employment opportunities to low and very low income individuals. Section 3 requires recipients of certain types of HUD funding to ensure that a certain percentage of the job training, employment, and contracting opportunities that arise from the expenditure of the funds benefit low and very low income individuals. As a recipient of HUD funding, Nebraska tracks and reports on how its programs benefit low and very low income individuals.
