The Nebraska Department of Economic Development (DED) will open a public comment period regarding a proposed substantial amendment to its 2018 Annual Action Plan. This is due to proposed changes in the method of distribution (primarily related to the Community Development Block Grant [CDBG] program) intended to address needs created by the recent disaster.

The 2018 Annual Action Plan describes annual program priorities and strategies, program goals and objectives, and the allocation and method of distribution for programs. The Plan concerns the distribution of approximately $16.8 million in CDBG program funds; $4.2 million in HOME Investment Partnerships program funds; $7.8 million in National Housing Trust Funds (HTF) program funds; $941,000 in Emergency Solutions Grant (ESG) program funds; and $480,000 in Housing Opportunities for Persons with AIDS (HOPWA) program funds from the U.S. Department of Housing and Urban Development (HUD). This is in addition to approximately $3.6 million in Homeless Shelter Assistance Trust Fund (HSATF) funds and $11.2 million in Nebraska Affordable Housing Trust Fund (NAHTF) resources, as referenced.

The proposed substantial amendment to the 2018 Annual Action Plan will be available electronically beginning on April 23, 2019, at https://opportunity.nebraska.gov/reports. The public comment period is open April 24, 2019, through May 1, 2019, at 11:59 p.m. Central Time.

Comments will be accepted April 24 – May 1, 2019. All comments must be received by the Department before the close of the public comment period.
