The Nebraska Department of Economic Development (DED) will conduct a public comment period December 22, 2017 through January 5, 2018 to take remarks from citizens and local government officials regarding the Proposed 2016 CAPER for the State of Nebraska (CAPER, also commonly referred to as APR).

This document allows public review and comment on accomplishments during the 2016 Program Year (July 1, 2016 through June 30, 2017), including but not limited to:

  1. The Department’s performance of community and economic development, planning, housing, homeless, and special needs objectives;
  2. Distribution and use of approximately $9,994,180 million in Community Development Block Grant (CDBG) funds, $3,023,400 million in HOME funds, $941,814 in Emergency Solutions Grant (ESG) funds, $370,412 in Housing Opportunities for Persons With Aids (HOPWA) funds; $3 million in Homeless Shelter Assistance Trust Fund (HSATF) funds, and $10 million in Nebraska Affordable Housing Trust Fund (NAHTF) funds, including the amounts used for activities benefiting persons of low-and moderate-income; and:
  3. The State’s performance in minimizing persons displaced because of its CDBG activities and assistance given to persons displaced because of such activities.
