Multi-Purpose Community Facilities Program

The MultiPurpose Community Facilities Program (MPCF) shall award no more than thirty-five million dollars in grants to eligible projects that are located within a congressional district which contains a city of the metropolitan class. Grants shall be given to Multi-Purpose Community Facilities.  Grants shall be restricted to eligible projects located within or adjacent to one or more qualified census tracts (QCTs) or economic redevelopment areas (ERAs). 

Eligibility Information

What Can the Grant Be Used for?
The Multi-Purpose Community FacilitiesProgram grant provides financial assistance to eligible capital projects for the purpose of rehabilitating or expanding existing multi-purpose community facilities located in QCTsor ERAswithin a metropolitan class city.

Projects that directly enable work, education, and health monitoring in response to the COVID-19 public health emergency.

Who is Eligible to Apply?   
The MPCF Program grant application will be open to public and private entities, located in Nebraska, with eligible projects located in or adjacent to a QTC or ERA in a city of the metropolitan class.

DED will open a priority application period for the City of Omaha in partnership with a non-profit organization for eligible projects for the rehabilitation or expansion of existing Multi-Purpose Community Facilities. The partnering nonprofit entities must provide documentation of state and federal recognition as 501(c) organizations to include articles of incorporation, organization bylaws, and tax exemptions.

If funds are available following the priority round, subsequent rounds will be open to public and private entities.

Important Definitions

Adjacent: means adjoining, touching, and sharing a common border. 

Nonprofit:  Pursuant to the Supplementary Information promulgated with 31 C.F.R. Part 35 the definition of nonprofit includes 501(c)(3) and 501(c)(19) organizations.  

City of the metropolitan class is defined by Neb. Rev. Stat. §14-101. 

Qualified Census Tract (QTC):  is defined in 26 U.S.C. 42(d)(5)(B)(ii)(I), as such section existed on January 1, 2022.

Economic Redevelopment Area (ERA): is defined by Neb. Rev. Stat. § 81-12,153(2).
