The Nebraska Department of Economic Development (DED) is accepting applications for the READ Nebraska grant program. At the request of Governor Jim Pillen, the Nebraska Legislature established the program through Legislative Bill (LB) 814 during the 2023 legislative session. The Unicameral allocated $4.8 million to DED for both State fiscal years 2023-2024 and 2024-2025 to provide aid to mentoring programs designed to improve reading levels for elementary students.

“There is no better investment than helping a young person,” said Gov. Pillen. “Students’ success largely depends on supportive adults taking an active interest in their growth. Mentors give guidance, encouragement, as well as hope when times are tough. Every child deserves a mentor, and we’re committed to providing that opportunity for all our kids in Nebraska.”

A shortage of skilled labor is the main obstacle preventing business growth in Nebraska. Mentoring programs address this issue in two ways. First, they equip students with academic and life skills that position them for workplace success. Second, they cultivate relationships that strengthen students’ sense of belonging—increasing the likelihood they will remain connected to their community throughout their education and upon graduation.

“Nebraska’s current generation of students are more receptive to staying in state after graduation than at any point in decades,” said DED Director K.C. Belitz. “We have a historic opportunity to connect them to great careers in our communities. To make the most of this moment, we’re investing heavily in our youth through READ Nebraska—both to help them reach their potential and to show how highly we value them.”

Through the READ Nebraska program, DED will provide competitive grants to support mentorship programs with a proven track record of working with students in Nebraska. Eligible applicants are nonprofit mentorship organizations that have been established in Nebraska for at least 15 years. Eligible initiatives must be targeted to elementary students (grades K-5) and include a focus on enhancing students’ reading skills.
