Technical Assistance Toolkit Overview

Program Information

The federal Community Development Block Grant Disaster Recovery (CDBG-DR) program provides assistance to Nebraska communities recovering from Winter Storm Ulmer (DR-4420). The Nebraska Department of Economic Development (DED) manages the CDBG-DR Program for the State of Nebraska. 

This Technical Assistance Toolkit is designed to support Applicants, Subrecipients, and Successful Applicants (e.g., developers) with navigating CDBG-DR programs and meeting associated cross-cutting requirements.

Priorities for Program Impact

The U.S. Department of Housing and Urban Development requires that all CDBG-DR funds must prioritize spending in HUD-defined Most-Impacted and Distressed (MID) areas and for Low- to Moderate-Income (LMI) populations.

  • 80% of funds must address needs in the HUD-defined MID, which includes Dodge, Douglas, and Sarpy counties.

  • 70% of funds must support LMI populations.

While some funding will be provided to address urgent need outside of the MID, as well as to non-LMI populations, these communities are the main target for resources distributed via the CDBG-DR grant.

Navigating CDBG-DR Programs

The CDBG-DR Program makes funds available via four main programs. The Technical Assistance Toolkit is designed to support Subrecipients and Successful Applicants apply for, initiate, implement, and close out each program funded through CDBG-DR funds. Each program’s webpage includes the following information:

Compliance with Cross-Cutting Requirements

The CDBG-DR program has a series of cross-cutting requirements that are mandatory for DED, Subrecipients, and Successful Applicants to comply with. These requirements must be understood and implemented in order to receive funding. 

This Technical Assistance Toolkit is designed to help navigate those cross-cutting requirements by providing the following information:

  • Roles and Responsibilities; and

  • Guidance for Implementing Cross-Cutting Requirements.
