Affordable Housing Construction Program

Purpose

The Affordable Housing Construction Program (AHCP) focuses on providing support related to affordable housing recovery and housing resilience, including the construction of affordable housing that reduces flood vulnerabilities in areas the United States (US) Department of Housing and Urban Development (HUD) defined as Most Impacted and Distressed (MID) by the severe winter weather events of 2019 (Sarpy, Dodge, and Douglas counties). This program prioritizes the Low- to Moderate-Income (LMI) households at or below 80% of the area median income (AMI) for the county in which the project is located. Under the AHCP, there are three (3) sub-programs: Multi-Family Rental (LIHTC), Small Rental (non-LIHTC), and the Homeownership Production Program. Stakeholders should navigate to the sub-program page for detailed information regarding program processes and requirements.

  • Available for affordable for-sale housing targeted primarily to LMI buyers.

  • Financing includes funding for appraisal gaps and affordability gaps.

  • Available for affordable multi-family rental housing not otherwise seeking Low Income Housing Tax Credits (LIHTCs).

  • Financing includes gap or primary financing.

  • Available for affordable multi-family housing simultaneously seeking a LIHTC award from Nebraska Investment Finance Authority (NIFA).

  • Financing includes gap financing.

Eligible Entities

  • Developers of affordable rental housing including both for-profit and nonprofit entities;

  • Units of local government (e.g., counties, cities, or villages); and

  • Public Housing Authorities (PHAs).
