Risk Awareness Planning Program
Purpose
The Risk Awareness Planning (RAP) Program will utilize CDBG-DR funding to reduce the risk of private levee failure. The Program will improve community and landowner resilience to flooding by providing awareness and mitigation recommendations to community leadership to reduce such risks in the future.

Risk Awareness Planning Program Roadmap
The RAP Program is a single grant award for planning activities that will be conducted in its entirety by the State of Nebraska’s Department of Economic Development (DED) and its selected Contractor. No funds will be provided to Subrecipients.
DED will convene a steering committee including DED, the Nebraska Department of Natural Resources (NeDNR), the Nebraska Emergency Management Agency (NEMA), and other partner agencies to develop a comprehensive approach to risk awareness planning. Through a competitive procurement process, DED will select a Contractor to support the implementation of the RAP Program. The Contractor will deliver the RAP Program in two (2) phases:
- Discovery and Planning: The Contractor will collect the data necessary to make an accurate inventory and risk assessment of existing levees and levee-like structures (LLS) in the state. The Contractor will also finalize an Outreach Plan.
- Outreach: The Contractor executes the Outreach Plan to increase awareness of levees and levee-like structures risks and creates materials that communities can use to build resilience. The Contractor will develop a final planning document that will include the outcomes from data collection and risk assessment, associated resources, identified strategies and resources to address risks, and outcomes from the outreach process.
Following completion of these activities, DED and NeDNR must retain contract-related documents for at least three (3) years after closeout of the CDBG-DR grant, and then transfer all files to the State Records Center to be held for at least ten (10) years after the closeout of the CDBG-DR grant.
